An online tool that allows users to explore the entire legal process of eviction – from pre-filing to post-judgment – in communities across the country

Introduction

As directed by Congress, a key component of Legal Services Corporation’s (LSC) Effect of State & Local Laws on Evictions Study is to better understand the significant variation in eviction laws and procedures across the United States and the impact this variation has on eviction outcomes. To this end, LSC partnered with the Center for Public Health Law Research at Temple University's Beasley School of Law to create the Eviction Laws Database, a comprehensive online tool that allows users to explore the entire legal process of eviction – from pre-filing to post-judgment – in communities across the country.

The Center for Public Health Law Research at the Temple University Beasley School of Law supports the widespread adoption of scientific tools and methods for mapping and evaluating the impact of law on health. The Center develops and teaches public health law research and legal epidemiology methods and tools; researches laws and policies that improve health, increase access to care, and create or remove barriers to health; and communicates evidence to facilitate innovation. Note: The laws and procedures captured in this dataset were in effect as of January 1, 2021; laws implemented after this date will not be captured here. To see laws enacting a right to counsel for tenants since January 1, 2021, visit http://civilrighttocounsel.org/map.

State and Territory Dataset

The State and Territory Dataset covers state/territory-level eviction laws for all 50 states, the District of Columbia, Puerto Rico, American Samoa, Guam, the U.S. Virgin Islands, the Northern Mariana Islands, the Federated States of Micronesia, the Marshall Islands, and Palau. This is the first public dataset known to date to include information on eviction in U.S. territories.

Local Dataset

The Local Dataset covers state/territory-, county-, and local-level eviction laws for a sample of 30 jurisdictions across the U.S. These jurisdictions were selected to represent the demographic, socioeconomic, and legal differences among American communities.
