Jennifer
Turnham
Jennifer Turnham is the Director of the Policy Development Division within the Department of Housing and Urban Development’s Office of Policy Development and Research. Prior to joining HUD in September 2020, Ms. Turnham was a Principal Associate at Abt Associates Inc., where she spent nearly two decades researching and evaluating housing assistance and community development programs. Her research has focused on the administration of the housing voucher program and its outcomes for families, including factors that affect families’ ability to find and retain quality housing. She has also conducted research on housing counseling services, including homebuyer education, foreclosure prevention counseling, and financial education. In her role at HUD, she is supporting the Department’s growing efforts to address the eviction crisis and to build capacity for data collection and analysis related to evictions. Ms. Turnham holds a B.A. from Williams College and an M.A. from the University of Minnesota.
