"After the founding of LSC, De as head of PAG worked in a field program advisory role with LSC staff on drafting the first set of implementing regulations and guidelines. He was the founder, in 1974 of legal services of New Jersey, the statewide legal services support program which he headed until 2020. He was a force for high standards not only in Ne Jersey but throughout the country. A brilliant lawyer, he had a significant impact on our jurisprudence."
